IP bans will be reconsidered on a case-by-case basis if you were running a bot and did not understand the consequences, but typically not for spamming, hacking, or other abuse.

Having an excessive number of banned accounts in a very short timeframe.Running a web bot/spider that downloaded a very large number of pages - more than could possibly justified as "personal use".Automated spam (advertising) or intrustion attempts (hacking).
You should only bother with using Tier 1-3 guns if you want to mess around or don't have anything else, and even then use the highest tier gun available - no reason ever to use anything else.Your current IP address has been blocked due to bad behavior, which generally means one of the following: A better gun kills enemies better, requires (often far) less shots, and thus eats less ammo and can be fixed easily with Weapon Repair Kits, no need to spend money on that. On this note, don't worry about ammo or repair. The Cowboy Repeater -> Trail Carbine -> Brush Gun lineup is much more evident, these three are actually the same gun becoming increasingly better. The various weapon categories line up across the tiers, so the Hunting Rifle is always better than a Varmint Rifle but the AMR is always better than the Hunting Rifle. Tier X (ultra-low tier joke guns): Varmint Rifle. Tier 4 (high-tier, use these if possible): Hunting Revolver, Riot Shotgun, Brush Gun, Marksman Carbine, Anti-Material Rifle Tier 3 (mid-tier, can be used for the entirety of the game): 5.56 and 12.7 Pistol and SMG, Service Rifle, Sniper Rifle, Light Machine Gun 44 Revolver, Trail Carbine, Lever-Action Shotgun, Hunting Rifle, Assault Carbine Tier 1 (starting guns, basically too weak for real use): 9/10mm Pistol and SMG, Caravan Shotgun. The game has a pretty aggressive weapon tiering system that goes something like this (from worst gun to best gun):
